INTRO / TELL ME ABOUT YOURSELF…
Members of the board,
My name is Dustin Bundy and I am 34 years old. I have been with my wife Laura 16 years and we have three beautiful daughters’ ages of 10, 7, and 2 years old. I have been with the LVMPD for almost 6 years. I am presently serving the citizens of the NWAC as a member of the Problem Solving Unit. Please allow me take few minutes to explain to you how my education, training, and experience have prepared me for the position of a Patrol Investigator.
First, regarding my education, I completed my diploma from Las Vegas High School and have completed effective Supervision, system technician and installer technician courses with Arapaho community college with my prior employer AT&T Broadband. In the near future, I plan to enroll in Redlands Community College in order work towards an Associate’s degree.
As for training, I recently completed the Interview and interrogations course, (TJ Mason/Mike Fortunato) which I found invaluable information that I will use as an Investigator. For example,
When interviewing a victim, witness or suspect it’s important to build a rapport, the ability interpret body language effectively and gain themes to use throughout the interview to use in your favor.
Another course that I have completed that I believe will help me as an investigator is the Surveillance class. (Sgt. Chio/Given) Surveillance isn’t just having ability to follow an individual, the key importance of Intel gathering and documentation as a case agent. Also, the patience and trust you must have with your squad. As the primary or secondary investigator on a case, I understand that working as a team will only increase our success as squad.
I try to attend as many classes and training opportunities that I can in order to enhance my career. Some additional classes or certifications I obtained are: Instructor Development, Search warrant prep/execution, Informant management, Narcotic contact buys and survival shooting, which was taught by the Department of homeland security.
Now allow me to talk about my experience,
Some of the highlights of my almost 6 year career with the LVMPD include while on patrol, I was selected to participate in the Burglary Apprehension Team at the NWAC which was comprised of 6 proactive officers, led by Lieutenant Dan Zehnder in a response to a spike in commercial/residential burglaries in the Victor area 4/5/6 of NWAC. Due to our ability to quickly respond to suspicious person/vehicle calls and due to our self-initiated stops, interview tactics and building the trust of these residents living in the neighborhoods, we were able to drastically reduce the burglaries in the Victor area by 50% within the first three months of creating this team. We were successful because we worked as a team towards a common goal to ensure the safety of our community.
The NWAC COP unit went through a major shift in focus from strictly a Community oriented unit to a community oriented problem solving unit in an effort to support our dept. mission of partnering with the community to provide excellence service and protection through prevention, innovation and leadership. I was selected to join the COP squad by Sgt. John Leon due to my hard work, Integrity, communication skills, and proactive policing style. During my time in COP, I blessed to have the opportunity to learn from 3 different sergeants. Sgt. John Leon, Russ Wood, and Phil Merges. Each one taught me something valuable that will help me in throughout my career. I’ve had the opportunity to work with several different bureaus including ARMOR, SWAT, Viper, Narcotics, ROP and Homicide. During the last year of being in our hybrid PSU/COP unit, I was the officer in charge of our operations planning and C/I’s. ……have experience as a Case agent on surveillance operations, search warrants, and I completed a pen register.
I have also had the opportunity to be a part of a committee formed by the LVMPD, philanthropist, local business and faith-based leaders which was named Heroes United which was formed by Captain Chris Tomaino and Lieutenant John Pelletier. Together we identified a small neighborhood called Sierra Oeste located in the Northwest part of Las Vegas, NV which has statistically had the most volume of violent calls for service in the entire valley. The Sierra Oeste neighborhood has historically been known as the “BG’s” or “baby ghetto” by its residents and the surrounding area. Heroes United made it our mission to change the environment and stigma that has plagued the area for so long. We decided to commit one year of our time and efforts to accomplish our mission which started in November of 2013.
Since then, we have witnessed a huge turn around in the neighborhood. For example, from November ’13 to November ’14 there has been a reduction in total crime by 27% and reduction in violent crime by 75%. Due to a collaborative effort we have upgraded the quality of life for the children and residents. I believe this project is a true meaning of our goal to value and sustain excellent service.
The project has received several donations from Philanthropist, property owners and local business in support of our mission which has allowed us to install bright LED street lights, a surveillance camera which is monitored 24/7 by the LVMPD real-time crime center. There has been a gate installed across one of the entrances in order to reduce vehicle traffic and we painted the perimeter walls for a new look. Our mission has gained popularity and can be seen in the Las Vegas Review Journal and our project was documented in the Nevada film of the year-2014 “Vegas Vikings”.
I have volunteered to participate in the MACTAC challenge for the past 3 years which has tested my physical fitness, agility, department tactics, communication, leadership and decision making skills. In my effort to support the department’s goal to strengthen and improve homeland security, I assisted in the coordination and training of all the NWAC patrol squads in reference to active shooter, down officer rescue drills and force protection. I have also assisted with 3 separate multi-jurisdictional MACTAC exercises as a safety officer/grader and role player at the Rio hotel/casino, Meadows mall, and the Mormon Church on Tule Springs.
I also spent over 10 years in the telecommunications industry. I mention this for two reasons. One being that I spent a year as a manager: ensuring optimum customer relations, and supervising, motivating, and training a staff of up to 50 employees; and the other being that it taught me a great deal about Customer Service. I believe as an Investigator, good relations and customer service will be critical in dealing with the community.
Besides this preparation, I am a dependable, motivated, loyal, and flexible person that is ready to take on the challenges of the position and continue maintaining and improving on the Values of the LVMPD, which are integrity, Courage, Accountability, Respect for People, and Excellence.
HAVE YOU RECEIVED ANY DISCIPLINE?
I can proudly say that I have not received any discipline in my file. I have been working since I was 14 years old busing tables at a restaurant and as an adult I worked in the telecommunications industry for over 10 years. I have never received a complaint or discipline in the 10 years in the cable industry or the past 6 years as an officer with LVMPD. I was raised believe in the golden rule: Do unto others as you would have them do unto you.” I adhere to and live our values, of Integrity, Courage, Accountability, Respect for people and excellence on and off duty. Not only do I live by these values, I look for teaching opportunities every chance I get I order to past these values on to my children.
HOW DO YOU FEEL ABOUT HOW THE LVMPD USES TECHNOLOGY?
I believe technology is a great tool and LVMPD has begun to foster business practices which increase productivity, efficiency and communications. I have 2 Examples in mind, (1) would be our body cameras. I understand that this has been a controversial subject with some officers, however I believe body cameras are a good thing. This use of this technology will hold officers accountable for their actions and same time show how good our officers are and how we do partner with the community. Body cameras protect us from liability which ensures strong fiscal responsibility for the department. (2) As a patrol Investigator, I understand that the Real-time Crime Center is huge advantage that we have here at the LVMPD. It allows us to communicate consistently, frequently, and on a timely basis in our daily operations. I have first-hand knowledge of how the RTCC operates due to the fact that I was an integral part of coordinating with TASS to get a 24hr camera set up in the area of Lake Mead/ Lirio when I was in COP. That is one of the ways I was able to support our goal to excel in communications, Innovation and Operations.
EXPLAIN THE PARTS AND TYPES OF A SEARCH WARRANTS:
A) There 3 parts of a search warrant:
- Application and Affidavit for Search Warrant – P/C describing the place to be searched (Premise) and the items/things to be seized. It must include: affiant’s identity and experience, the crime alleged and why the items sought are evidence of the crime, statement of P/C establishing a nexus between the items sought to be seized and the place to be searched. May include the request and justification for: sealing order, turn-over order, and night-time clause (7pm-7am) and/or search of persons present.
- The Search Warrant – A court order issue upon officers P/C supported by oath and affirmation particularly describing the place to be searched and items/things to be seized. If requested the courts may include the sealing, turn-over, or night time service request.
- Return of service – A list of items seized during the execution of the search warrant. A copy is left with the search warrant and the original is returned to the court within 10 days.
- A copy of the application/affidavit, search warrant and return shall be left at the place searched or with a person that has authority over the place. If sealing order is granted leave in place of application/affidavit.
CLASSIFICATION OF SEARCH WARRANTS: SWAT (PREFERRED) AND NON-SWAT
-SWAT (SWAT IAP required) warrant if: • Force entry required • unknown or violent criminal history associated w/ persons likely to be present during the warrant service • Likelihood weapons will be encountered. -Non SWAT if: • premise freeze • Impounded vehicle • Vehicle in police custody • Electronic storage data • Impounded lock boxes • Documents held by third parties • Buccal swabs • Blood draw • Body cavity search • Any structure reasonably believed to be unoccupied -Non-SWAT (IAP) • NO force necessary • No more equipment than patrol uses • Consider counter Intel, fortifications, kids, elderly, dogs, etc. • Other possible threats
OBTAINING A WRITTEN SEARCH WARRANT:
- De-conflict with RISSafe - due to other possible investigations (Persons/places)
- Draft the Application / Affidavit for the Search Warrant – P/C places searches and items to be seized. If C/I is used identify their reliability, source of info and motivation. Describe persons inside w/ priors and violent history, cameras, fortified, SWAT, Non-SWAT, sealing order or night time clause, etc.
- Search Warrant – copy and paste the Application places and items to match exactly and have other officer review, before a sergeant. Then document in SW/OR the officer and Sgt that reviewed it.
- Contact the District Attorneys on-call to review P/C record phone # & Name of DA.
- Then contact Judge to review SW. If Judge denies the SW, contact SGT and DA that approved for further.
- Before executing the SW, conduct a briefing in order to assign jobs for each officer and go over any questions
- When completed SW, leave copies of App, SW and Return at place searched
- Any SW not served within 10 days of approval will be marked “Not served” in BOLD letters on top and will be scanned in Onbase.
OBTAINING A TELEPHONIC SEARCH WARRANT:
- De-conflict with RISSafe - due to other possible investigations (Persons/places)
- Draft the Application/Affidavit / Duplicate Original Search Warrant – P/C places searches and items to be seized. If C/I is used identify their reliability, source of info and motivation. Describe persons inside w/ priors and violent history, cameras, fortified, SWAT, Non-SWAT, sealing order or night time clause, etc.
- Search Warrant – copy and paste the Application places and items to match exacly and have other officer review, before a sergeant. Then document in SW/OR the officer and Sgt that reviewed it.
- Contact the District Attorneys on-call to review P/C record phone # & Name of DA.
- Then contact Judge to review SW. Immediately notify the Judge that they will be recorded during application. If Judge denies the SW, contact SGT and DA that approved for further.
- Before executing the SW, conduct a briefing in order to assign jobs for each officer and go over any questions
- When completed SW, leave copies of Duplicate Original SW and Return at place searched

- Show up – In the field. If one witness confirms suspect, the other witness will need to complete a photo lineup
CONFIDENTIAL INFORMANT REQUIREMENTS:
Files will contain: • Scope printout • Current photo • Cooperating Individual agreement • Contributor identification record • Special consent waiver of liability • Statement of expense • Contributors receipt • Informant contact form • Undesirable Informant form • Copies of all debriefing reports • Copies of signed statements by Informant • Correspondence on the informant • CI sign out log Undesirable Informants: • The mentally ill • Persons convicted of violent or sexual assault crimes • Person documented in having comprised an investigation, revealed an officer’s identity/officer safety, or supplied false information to an officer

Gentlemen, First of all, I would like to thank you for your time and the opportunity to speak with you today. I hope I have been able to show that I have the knowledge, skills, and abilities for the position of Patrol Investigator and how my education, training, and experience have prepared me for this position. I believe what sets me apart from the other candidates is my positive attitude, motivation, desire, and most of all, dedication in becoming a Patrol Investigator for the Las Vegas Metropolitan Police Department.
If I am chosen for this position or not, I will continue to do my part in realizing our vision of becoming the safest community in America, however, if I am lucky enough to be selected, I won’t let you down. Thank you very much!
