he went to Africa to find out about the living conditions, then set out to explore the Africa and Congo river. he helped king Leopold sign 450 peace treaties with the Congo leaders and ultimately acquire the Congo Free state.

the Belgium monarch who owned the Congo free state

he was a shipping clerk in England who saw that rubber was leaving the Congo but guns were being shipped in. He realized that there was no free trade.

he went to the Congo thinking he was going to see humanitarian efforts, but witnessed human rights violations. he sent letters to the president of the U.S. and to king Leopold. he also appealed to those who signed the Berlin act.
