Policing The Crisis - Hall et al 1978
- studied the moral panic about the mugging in the 1970s. The term mugging was the first in the British media in 1972. It quickly entered the public vocabulary and was associated with the black - resulting in public panic.
Hall proposed that the ruling class utilised the police and the media to scapegoat (blame) the economic problem on the black individuals& immigration which lead to mugging.
This may suggest that the Black men are over-represented in crime statistics due to the ruling class attending to district the working classes from the economic worries caused by capitalism.
