It is a Govt owned land but not directly administered as a State property.
These are usually allotted as lease for 15-99yrs for some entities/organizations

A
A lot of these Nazool lands were encroached in Haldhwani district of Uttarakhand
Lot of illegal Madarasas were built here

So what has the Govt done regarding it ?
A
They have conducted a demolition drive to remove encroachment
