Navy Gold Star Program
A comprehensive program designed for families of service members who die while on active duty. The program provides a level of long-term assistance and support not previously available to these family members. The mission of the Gold Star Program is to deliver services to survivors using a “holistic” approach.
United States Navy Academy (USNA)
USNA is a 4 year military college that offers to qualify young persons in careers as an officer in the Navy or Marine Corps after obtaining a B.S. Degree. OPNAVINST 1420.1B
Minimum service obligation for (USNA)
The minimum service obligation is 5 years active duty and 3 years Individual Ready Reserve upon initial appointment.
Billet Based Distribution (key capabilities)
- Aligns every enlisted Sailor who is available for distribution to a Navy position.
- Provides the accurate demand signal needed to maximize Rating and Navy Enlisted Classification (NEC) “Fit”.
- More efficiently uses the Permanent Change of Station (PCS) and Temporary Duty under Instruction (TDI) resources available.
- Provides the capability to have a more accurate Integrated Production Plan (IPP).
- Provides the foundation for more efficient and optimized Sailor assignment process.
- Replaces the Enlisted Data Verification Report (EDVR) with near real-time manning data for end users.
Billet Based Distribution
An application within the Career Management System - Interactive Detailing (CMS-ID) system. This initiative focuses on enabling the Navy to better manage force structure and readiness by more accurately matching Sailors and their unique skill sets to individual billets.
Career Waypoints- Reenlistment (C-WAY) Gate
C-WAY approval is required of all Sailors E6 and below with less than 14 years of Active Duty service, and less than 12 months of obligated service remaining. For questions about your C-WAY status, see your Career Counselor.
This application is used by the CCC so they can create and maintain Command Career Counselor records, prepare for Career Development Boards (CDBs), view Armed Services Vocational Aptitude Battery (ASVAB) scores, access Selective Reenlistment Bonus (SRB) and retirement calculators, obtain a variety of lists and reports, and print certificates for reenlistment and retirement.
Career Information Management System (CIMS)
This application provides a comprehensive assessment of Sailors and their eligibility and/or qualification for Navy enlisted ratings or jobs. Using this app, Counselors screen Sailors for ratings based on individual aptitude (ASVAB/AFCT scores), moral/legal status, and medical/ physical status, while taking into account needs of the Navy.
Career Waypoints (C-WAY)
This application integrates manpower, personnel, training and education (MPTE) information into a single reporting system. It enables access to numerous reports to assist in monitoring and managing training requirements, unit manning, Sailor personnel records, and Sailor training status.
Fleet Training Management and Planning System (FLTMPS)
- Provide retention statistics report to command leadership.

Navy Retention Monitoring System (NRMS)
This app enables designated command personnel to communicate safely and efficiently with Personnel Support Detachment (PSD) representatives via the Internet. Customer commands submit, track and receive feedback on pay and personnel related transactions.
This app also uses secure network protocol to protect Sailors’ Personal Identifying Information (PII) when transferring personnel documents used to update NSIPS.
Transaction Online Processing System (TOPS)
To ensure Sailors fully understand their eligibility and how to access services and benefits, Career Counselors provide a legally- mandated, pre-separation counseling session to transitioning Sailors who have been on active duty for more than 180 days. Counseling is conducted no later than 90 days prior to projected separation/retirement date. Sailors separated or retired due to disability receive counseling regardless of length of service.
Per NAVADMIN 300/11, Career Counselors will document all pre- separation counseling via online DD Form 2648 and 2648-1.

Goals of Bystander Intervention
Empower Sailors to intervene to stop behaviors not aligned with the Core Values and Navy Ethos.
Provide Sailors with techniques to safely and effectively “step up and step in”.
Promote a positive culture in which bystander intervention is widely accepted, implemented, and supported by all Sailors from E1 to O10.
Motivate Sailors to prevent all destructive decisions, including situations involving alcohol, drugs, harassment, hazing, sexual assault and suicide.
