As per the NAVRULS, what is a vessel?
It includes every description of water craft, including non-displacement craft, WIG craft and seaplanes, used or capable of being used as a means of transportation on water
What does the term power driven vessel mean?
Means any vessel propelled by machinery
What does the term sailing vessel mean?
Means any vessel under sail provided that propelling machinery, if fitted is not being used
What does the term vessel engaged in fishing mean?
Means any vessel with nets, lines, trawls or other fishing apparatus which restrict maneuverability, but does not include a vessel fishing with trolling lines or other fishing apparatus which do not restrict maneuverability
What does the term seaplane mean?
It includes any aircraft designed to maneuver on the water
What does the term “vessel not under command mean”?
It means a vessel which through some exceptional circumstance is unable to maneuver as required by these rules and is there for unable to keep out of the way of another vessel
What does the term “vessel restricted in her ability to maneuver” mean?
Means a vessel which from the nature of her work is restricted in her ability to maneuver as required by these rules and is therefore unable to keep out of the way of another vessel
What operations fall under “vessels restricted in their ability to maneuver”?
- a vessel engaged in laying, servicing or picking up a navigation mark, submarine cable or pipeline
- a vessel engaged in dredging, surveying or underwater operations
- a vessel engaged in replenishment or transferring persons, provisions or cargo while u/w
- a vessel engaged in the launching or recovery of aircraft
- a vessel engaged in mine clearance ops
- a vessel engaged in towing ops such as severely restricts the towing vessel and her tow in their ability to deviate from their course
What does the term constrained by draft mean?
It means a power driven vessel which because of her draft in relation to the available depth and width of navigable water is severely restricted in her ability to deviate from the course she is following

What does the term underway mean?
Means a vessel that is not at anchor or made fast to the shore or aground
What does the terms length and breadth mean?
Means the vessels overall length and greatest breadth

What does the term restricted visibility mean?
Means any condition in which visibility is restricted by fog, mist, falling snow, heavy rainstorms, sandstorms or any other similar causes
What does the term WIG mean?
Wing-in-ground, it’s a multimodal craft which, in its main operational mode, flies in close proximity to the surface by utilizing surface effect action
What does the term western rivers mean?
Means the Mississippi River, it’s tributaries, south pass, and southwest pass, to the navigational demarcation lines dividing the high seas from harbors, rivers, and other inland waters of the United States, and the Port Allen-Morgan City Alternate Route, and that part of the Atchafalaya River above its junction with the Port Allen-Morgan City Alternate Route including the Old River and the Red River
What does the term Great Lakes mean?
Means the Great Lakes and their connecting and tributary waters including Calumet River as far as the Thomas J O’Brien Lock and Controlling Works, the Chicago River as far as the east side of the Ashland Avenue Bridge and the Saint Lawrence River as far east as the lower exit of Saint Lambert Lock
What does the term secretary mean?
Means the secretary for the department in which the CG is operating
What does the term inland waters mean?
Means the navigable waters of the United States shoreward of the navigational demarcation lines dividing the high seas from harbors, rivers, and other inland waters of the United States and the waters of the Great Lakes in the United States side of the International Boundary
What does the term inland rules mean?
Means these Inland Navigational Rules and the annex’s thereto, which governs the conduct of vessels and specify the lights, shapes and sound signals that apply on inland waters
What does the term International Regulations mean?
Means the International Regulations for Preventing Collisions at Sea, 1972 including annexes currently in force for the United States
What is Rule 5?

What does Rule 5 say about Look-outs?
Every vessel shall at all times maintain a proper look-out by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and of the risk of collision
What is Rule 6?
Safe Speed
What does Rule 6 say about Safe Speed?
Every vessel shall at all times proceed at a safe speed so that she can take proper and effective action to avoid collision and be stopped within a distance appropriate to the prevailing circumstances and conditions
What factors are taken into account when determining safe speed?
- the state of visibility
- the traffic density
- the maneuverability of the vessel with special reference to stopping distance and turning ability in the prevailing conditions
- at night, the presence of back ground lighting
- the state of wind, sea and current and the proximity of navigational hazards
- the draft in relation to the available depth of water
If the vessel has an operational radar, what other things do you then take into consideration for safe speed?
- the characteristics, efficiency and limitations of the radar equipment
- any constraints imposed by the radar scale being used
- the effect on radar detection of the sea state, weather and other sources of interference
- the possibility of small vessels, ice or other floating objects that may not be detected by radar
- the number, location and movement of vessels detected
- the more exact assessment of the visibility that may be possible when radar is used to determine the range of vessels or other objects in the vicinity

Risk of Collision
What does Rule 7 state about the Risk of Collision?
Every vessel shall use all available means appropriate to the prevailing circumstances and conditions to determine if risk of collision exists. If there is any doubt such risk shall be deemed to exist
What shall you use the radar for when determining risk of collision?
Proper use shall be made of radar equipment if fitted and operational, including long range scanning to obtain early warning of risk of collision and radar plotting or equivalent systematic observation of detected objects
In determining if risk of collision exist what considerations shall be taken into account?
- such risk shall be deemed to exist if the compass bearing of an approaching vessel does not appreciably change
- such risk may sometimes exist even when an appreciable bearing change is evident, particularly when approaching a very large vessel or a tow or when approaching a vessel at close range

Action to Avoid Collision
What does Rule 8 say about Action to Avoid Collision?
Any action taken to avoid collision shall be taken IAW the rules and shall if the circumstances of the case admit, be positive, made in ample time and with due regard to the observance of good seamanship
With your action to avoid collision, your alteration of course and/or speed shall be what?
If the circumstances of the case admit, be large enough to be readily apparent to another vessel observing visually or by radar; a succession of small alterations of course and/or speed should be avoided
When dealing with Rule 8, if there is sufficient sea room, what else can you do?
Alteration of course alone may be the most effective action to avoid a close quarters situation provided that it is made in good time, is substantial and does not result in another close quarters situation. Action shall be such as to result in passing at a safe distance. The effectiveness of the action shall be carefully checked until the other vessel is finally past and clear

You shall assume that is the case and act accordingly
What is something that you want to make sure of as you overtake another vessel?
You want to make sure that any subsequent alteration of the bearing between the two vessels shall not make the overtaking vessel a crossing vessel within the meaning of the rules or relieve her of the duty of keeping clear of the overtaken vessel until she is finally past and clear
What is Rule 14?
Head-on situation
What is a head-on situation?
A head-on situation is when you have two power driven vessels that are meeting on reciprocal or nearly reciprocal courses so as to involve risk of collision.
What shall you do in a head-on situation?
Each vessel shall alter her course to starboard so that each shall pass on the port side of each other
When shall a head-on situation be deemed to exist?
It shall be deemed to exist when a vessel sees the other ahead or nearly ahead and by night she could see the masthead lights of the other in a line or nearly in a line and/or both sidelights and by day she observes the corresponding aspect of the other vessel
What should you do if there is any doubt to whether a head-on situation exists?
You shall assume that the situation does exist and act accordingly
