Conscription was hated and resisted - uprisings in Naples, Austria & Spain
Difficult to control. Napoleon placed family members on the throne but they weren’t always loyal. His brother-in-law conspired against him, and his brother Louis refused to enter Holland into the CS
Financial Policies
Heavy financial demands meant nations had to modernise their tax systems
However, there was heavy damage to local economies, conscription removed men from agriculture, and many of them died. This led to a long-term economic decline
