What does the First Amendment to the US Constitution guarantee?
A
The First Amendment to the United States Constitution guarantees the freedom of speech and assembly. Under the First Amendment regulations on the content of speech generally are invalid. However, government may regulate the conduct of speech a bit more with time, place, and manner regulations. A time, place, and manner regulation of speech in a public forum will be found to be valid only if it is content neutral, is narrowly tailored to serve a significant government interest, and leaves open alternative avenues of communication.
