Departmental research administrators (DRAs) serve as a liaison between PIs and school/college research administrators (SCRAs), other DRAs and often, university research administration (URA). DRAs interact directly with faculty PIs to proactively support proposal development and research activities including interpretation of sponsor guidelines, budget development, proposal submission management, post-award project administration and navigating PIs through sponsor and university policies and procedures. A DRAs role is distinguished from that of an SCRA or URA as directly involved with all facets of the research administration process, having daily interaction with faculty, as well as managing other departmental-specific responsibilities.

Department Chairs
A department chair is responsible for knowing about all research and/or sponsored activity that is being conducted in their department. Research and/or sponsored activity must be approved by the department chair prior to submission of a proposal for funding to both the dean and SPA. The department chair’s approval indicates that they:
• Acknowledge that the research or sponsored activity conforms to either the long- or short-range plans of the department;
• Understands the needs of the faculty in terms of space requirements, materials, staffing, or
hazards associated with the conduct of the activity;

School/college research administrators (SCRAs) liaise between PIs and DRAs to deans and university research administration and supervise (as opposed to participate in) proposal development and submission, dean’s level proposal approval**, and post-award management activities across a school/college. SCRAs often assist in managing compliance issues including faculty conflict of interest, post-award issues requiring contact with OGCA, property disposition and management, cost share commitments and reporting, salary release, effort reporting, and subrecipient monitoring.

SPA is responsible for: approving and submitting proposals, administering sponsored projects and ensuring non-financial compliance required by sponsors. In order for a proposal to be approved by the vice president for research and economic development (VPRED) and submitted to a funder by SPA, a record is created in Cayuse and routed to SPA with all necessary approvals no later than five working days before the due date of the proposal application. Ready to submit proposals are due to SPA a minimum of one business day ahead of the due date.

The president, provost, VPRED, and vice president for finance and administration share ultimate responsibility for all sponsored grants and contracts by providing continuous support and oversight of these activities. In particular, the VPRED approves proposals on behalf of the university after all other necessary signatures have been obtained (PI, chair, dean) before proposals are submitted to the funding agency

OGCA is dedicated to serving the post-award needs of investigators, as well as college and departmental administrators by providing post-award guidance for sponsored awards received by USA. OGCA is responsible for establishing funds for new awards in the university accounting system (Banner), entering the appropriate budget and overhead information for each award, and preparing all billing and financial reporting as required by the sponsoring agency. Assistance is provided to investigators and administrators on issues such as allowability of costs, availability of funds, cost sharing, and general information regarding accounting and costing policies.
Other areas of responsibility include grants and contracts accounts receivable, effort reporting, service center oversight, F&A rate proposal, subrecipient monitoring, fiscal closeout, record retention, and coordination of agency audits, as well as the annual Single Audit.

RCDL is dedicated to proactively catalyzing activities that grow the USA research enterprise. RCDL’s oversight responsibilities (which are exclusively pre-award) extend to finding and targeting funding opportunities to PIs; limited submission eligibility determination; assistance with interpretation of sponsor guidelines; management of large, complex proposal development endeavors; support (by request) for assistance developing technical and budget presentations); institutional cost-share arrangements; and institutional letter of support development.

ORCA works with university research oversight committees, boards and offices responsible for specific components of research compliance, including the Institutional Review Board (IRB), Institutional Biosafety, Institutional Animal Care and Use (IACUC), and Standards in the Conduct of Research Committees to ensure compliance with all regulatory requirements related to research activity. The office is responsible for monitoring regulatory changes and recommending institutional responses to ensure compliance, and the oversees development and implementation of policies, procedures, programs and educational activities which satisfy federal, state and institutional regulations governing the conduct of research.
