A microsoft representative is used for large organizations where you need large access to multiple departments. You get a monthly bill & you can deploy/test applications within the organization.

A microsoft partner is used as a third party partner that will help you manage invoices & provide support for your applications. You still get the ability to manage azure deployments/testing.

There are benefits & free services like:

An Azure subscription is a container with resources labeled specifically for you. Your invoices are based on your subscription. You get monthly invoices based on the data storage/usage of the containers of the subscription you have.

A subscription is referred to a container with your resources. From here you create an environment which allows for the testing/deployment of different applications.

You can create different containers for different environments for your organizational structure. This means that if you have an organization with multiple departments that need access to Azure, you can create different subscriptions that give different environments with limited or broadened capabilities for them to deploy/test applications.
EX: IT department vs finance department (they have different functions so they need different environments/ subscriptions)
