The effective use of more than two languages for literacy and instruction
Fundamental requirements needed according to DepEd order 74, s. 2009
• a working orthography (alphabet and spelling)
• development production and distribution of inexpensive instructional material with special priority
• the use of the learners first language as the primary medium of instruction from preschool until third grade
• first language as a subject and a language for teaching and learning will be introduced in grade one for conceptual understanding
• inclusion of additional language such as filipino or english and other local or foreign languages shall be introduced as separate subject
• secondary level filipino and english shall be the primary medium of instruction
• other than english filipino or arabic for mother schools the choice of additional language shall be at the behest of the parents and endorsed by local stakeholders and as resources
• language of instruction shall also be the primary language for testing in all regular school based and system wide examination in all international benchmarking and assessment exercises
• there must be a continuing in service training in partnership with MLE specialist on the effective use of L1 as language of instruction
• ensuring critical awareness maximum participation and support from the local government units parents and community for the implementation of the language and literacy program strategy

Why teaching the mother tongue as a subject in schools is important?
