What is NPRM
Notice of Proposed Rule-Making. Agency writes regulation, then send the regs out for feedback from the public that lasts usually 30 days. The Agency decides what they like/don’t like, then publish the final rules
What is a Grant Assurance?
A promise that an airport makes to the Government when they are given money by the Government
What does Grant Assurance: Preserving Rights and Powers?
Prohibits airport from taking action that would deprive it of properly managing the airport. such as Through the Fence Operations. You can do this, but the FAA does not like this.
What does Grant Assurance: Operations and Maintenance
Requires airport will be operated in safe conditions at all times. It has Minimum Standards that business must meet (hours of Operations, services provided) Rules and regulations can be used to ensure safe operation.
What does Grant Assurance: Hazard Removal mitigation and Compatible land Use. These two go hand in hand
The Airport is responsible for protecting the Airspace and the land around the airport. Whether they control the land or not.
What does Grant Assurance: Economic Non discrimination and Exclusive Rights
The airport has to allow people to conduct business on the airport. Must be available for public use without discrimination for all types of Aeronautical activities. Exclusive Rights: Airport cannot grant a business to conduct that specific business unless the airport controls that business (Like selling fuel or food)
What does Grant Assurance: Fee and Rental Structure
Requires airport to set fees and lease rates and other charges that are directed at making the airport self-sustaining.
What does Grant Assurance: Airport Revenue
Must be used at the airport or within the airport system. Including selling or leasing airport land or equipment. ALL FEES and ALL REVENUE has to stay at the airport.
What is Revenue Diversion?
Money used to pay for Police or Fire that are needed at the airport. You have to benefit
What does Grant Assurance: Disposal Land
Money made from sale of land goes into Aviation Trust fund or goes into a Capital Project
What does Grant Assurance: Competitive Access
Medium or Large Hug Airports that cannot accommodate additional air carrier service due to lack of space. You can say no! Unless they want to spend the money to build and develop more

What is Disadvantage Business Enterprises (DBE)
Any company that has at least 51% or more ownership of a minority or woman owned business. You have to give at least 10% of the cost of a project to a DBE because you are funded by Federal Money.
What is considered a Commercial Service Airport?
A publicly owned airport with at least 2500 pax boarding per year.

A publicly owned airport with at least 10,000 pax boarding per year.

Relieve commercial airports from GA traffic. That way a 172 isn’t in the way of the big guys.
