Why are Grant assurances used?

A

Congress in the FAA have found that Grant assurances are the most effective means for extending federal government policy to local governmental units.
They allow the airport executive to better manage local affairs.
They meet FAA requirements at federal funds are use for public air transportation.
They meet the goal of federal government to promote social objectives such as disadvantaged businesses and the rights of those with disabilities
