Describe the state seal
It consists of the state coat of arms encircled by the words “The Great Seal of the State of Missouri.” A central shield is divided into two parts, one side bearing the arms of the United States and the other, a grizzly bear and a crescent moon. The predominant colors on the shield are red, white, and blue. Two grizzly bears support the shield, and the crest is a helmet and a cloud with a constellation of 24 stars, representing that Missouri was the 24th state admitted to the Union. The shield carries the motto “United We Stand, Divided We Fall.” A scroll below it is inscribed with the state motto, “Salus Populi Suprema Lex Esto”

A special district is usually a one-service local government. The most common special districts in Missouri provide fire protection, road maintenance, and water supply. An example of this is the Metropolitan Sewer District (MSD)
