Nobody has right of way when traffic lights aren’t working so you must be cautious. Unless at a roundabout then it’s always traffic from the right that has priority/are already in the roundabout.

Pelican crossing is the only one where the sequence of lights is different (flashing orange/amber) what does flashing amber mean at a pelican crossing?
Flashing amber light means you can drive through if there are NO pedestrians on the crossing. Pelican crossing is pedestrian controlled (so its up to the pedestrians to cross when the amber is flashing a green man will be shown to them!) whereas puffing crossing is controlled by sensors that tell when pedestrians are clear of the crossing.

Red circle with line across a blue background means - WAITING RESTRICTIONS APPLY. Sometimes you can stop sometimes you can't - a sign with more information will always be twinned with it.
