It’s the only hexagon shaped sign so even if obscured by dirt or snow you still know to STOP at a HEXAGON.

Who has right of way when traffic lights aren’t working?
Nobody has right of way when traffic lights aren’t working so you must be cautious. Unless at a roundabout then it’s always traffic from the right that has priority/are already in the roundabout.

To make you aware of your speed.

Stop at the stop line if not already crossed (if crossed already keep going).
