> Create Alarm (bottom middle one)
> Conditions
> Create and SNS topic - Simple Notification Service
> Name the topic e.g. BillingAlarm
> Enter email address
> Hit [Create topic] - This will send an email asking you to subscribe.
> Click the link to subscribe.
> Name and Description
   - Name the Alarm e.g. Above Ten
   - Give the Alarm a description e.g. Email me if my bill goes over $10.
