It’s a triple meter (3/4) dance that started with the royalty of Europe. Louis the 14th Court composer, Jean Baptiste Lully, is given credit for composing the first minuet.

Yes. It was composed as part of a collection of six minuets written for orchestra. Only the piano arrangement survived.
