Environmental Legislation
To use all practicable means and measures, including financial and technical assistance, in a manner calculated to foster and promote the general welfare, to create and maintain conditions under which man and nature can exist in productive harmony, and fulfill the social, economic, and other requirements of present and NEPA future generations of Americans.
NATIONAL ENVIRONMENTAL POLICY ACT - Section 101
Establishes procedural requirements, applying that national policy to proposals for major Federal actions significantly affecting the quality of the human environment by requiring Federal agencies to prepare a detailed statement on:
NATIONAL ENVIRONMENTAL POLICY ACT - Section 102
NEPA established CEQ within the Executive Office of the President to ensure that Federal agencies meet their responsibilities under NEPA.

Its purpose is to modernize the plans and preparations, optimizing infrastructure project development, and promote better decision making by the Federal government

When a federal action often has little to no impact on the human environment, it may be “categorically excluded” from a thorough environmental analysis.
CATEGORICAL EXCLUSION DETERMINATION (CATEX)
If Categorical Exclusion (CATEX) does not apply to a proposed action. The federal agency may then prepare an Environmental Assessment (EA).
The EA determines whether or not a federal action has the potential to cause significant environmental effects.
ENVIRONMENTAL ASSESSMENT / FINDING OF NO SIGNIFICANT IMPACT (EA/FONSI)
A comprehensive study of the significant impacts of a project on its surrounding environmental. It provides the legal and procedural framework for conducting Environmental Impact Assessments or EIA for projects likely to have significant environmental impact.
Prepared and submitted by the project proponent and serves as an application for an environmental compliance certificate.
ENVIRONMENTAL IMPACT STATEMENTS (EIS)
Three different levels of analysis may be used in the environmental review under NEPA:
- CATEGORICAL EXCLUSION DETERMINATION (CATEX)
- ENVIRONMENTAL ASSESSMENT / FINDING OF NO SIGNIFICANT IMPACT (EA/FONSI)
- ENVIRONMENTAL IMPACT STATEMENTS (EIS)
Is a planning and management tool that will assist in dealing with the risks or negative impacts on the environment. The procedure ensures that environmentally friendly projects are carried out
