Civil Aviation Regulations (CAR)

APPLICABILITY
(a) These regulations shall apply to all persons operating or maintaining the following:
(1) Republic of the Philippines registered aircraft;
(2) Aircraft registered in another Contracting State that are operated by a person licensed by Republic of the Philippines, and must be maintained in accordance with the standards of the aircraft State of Registry, wherever that maintenance is performed;
(3) Aircraft of other Contracting States operating in Republic of the Philippines.

To act as a pilot of a civil aircraft of Republic of the Philippines registry, a pilot shall have in his or her physical possession or readily accessible in the aircraft a ____ ____ ____ or ____ _____ ____ issued under these regulations.

Aircraft Airworthiness Certificate
Each holder of an AMO
certificate shall prominently display that certificate in a place accessible to the public in the principal business office of the AMO.
Approved Maintenance Organization (AMO) Certificate
Each person who holds an airman or crew member license, medical certificate, or authorization required by these regulations shall present it for inspection upon a request from: the Authority; or any national or local law enforcement officer.
Inspection of license
A holder of a license or certificate issued under these regulations may apply to change the name on a license or certificate. The holder shall include with any such request:

(1) The current license or certificate: and
(2) A copy of the marriage license, court order, or other document verifying the name change.
The holder of an airman license or certificate, or approved training organization certificate who has made a change in permanent mailing address may not, after 30 days from that date, exercise the privileges of the license or certificate unless the holder has notified the Authority in writing of the new permanent mailing address, or current residential address if the permanent mailing address includes a post office box number.
CHANGE OF ADDRESS
REPLACEMENT OF A LOST OR DESTROYED AIRMAN LICENSE OR MEDICAL CERTIFICATE OR KNOWLEDGE TEST REPORT
(1) The name of the airman or applicant;
(2) The permanent mailing address, or if the permanent mailing address includes a post office box number, the person’s current residential address;
(3) The social security number or equivalent national identification number;
(4) The date and place of birth of the airman or applicant; and
(5) Any available information regarding the
(i) Grade, number, and date of issuance of the license, and the ratings, if applicable;
(ii) Date of the medical examination, if applicable; and
(iii) Date the knowledge test was taken, if applicable.
After receiving a facsimile from the Authority confirming that the lost or destroyed document was issued, an airman may carry the facsimile in lieu of the lost or destroyed document for up to ____ ____ pending the airman’s receipt of a duplicate document.

Any person who commits any act prohibited under paragraph (a) of this section may have his or her airman license, rating, certificate, qualification, or authorization ____ or _____

(4) Aims at a continuous improvement of the overall performance of the safety management system.

Part 2 prescribes:
(a) The requirements for issuing, renewal and re-issue of aviation personnel licenses, ratings, Authorizations and certificates:
(b) the conditions under which those licenses, ratings, Authorizations and Certificates are necessary; and
(c) the privileges and limitations granted to the holders of those licenses, ratings, Authorizations and certificates.
A license and/or certificate holder is not permitted to exercise privileges other than those granted by the license and/or certificate.
Privileges
An applicant for a flight crew or air traffic controller license shall hold a medical certificate issued in accordance with the provisions of this Part.

The following ratings are placed on an aviation maintenance technician license when an applicant satisfactorily accomplishes the requirements in this Part for the rating sought:
(1) Airframe

The following Authorizations are issued when an applicant satisfactorily accomplishes the requirements in this Part for the Authorization sought:
(1) Student pilot Authorization
Note: if the State prefers, a license or certificate can be issued.
(2) Examiner Authorization
The Authority shall apply, as part of its State safety programme, basic safety management principles to the medical assessment process of license holders, that as a minimum include:
(1) routine analysis of in-flight incapacitation events and medical findings during medical assessments to identify areas of increased medical risk; and
(2) continuous re-evaluation of the medical assessment process to concentrate on identified areas of increased medical risk.
The privileges granted by a license, or by related ratings, may not be exercised unless
the holder maintains competency and meets the requirements for recent experience of this Part.
(1) Maintenance of competency and recent experience requirements for pilot licenses
and ratings shall be base on a systematic approach to accident prevention and
should include a risk assessment process and analysis
(2) Maintenance of competency shall be indicated in the airman’s personal license or
record (e.g. logbook).
Validity & Renewal of Pilot Licenses

2.2.5 MILITARY COMPETENCE SPECIAL RULES
2.2.5.1 MILITARY PILOTS
Military Pilots Can Apply For:
-CPL (Commercial Pilot License).
-Category & Class Ratings for qualified aircraft.
-Instrument Rating (with appropriate category).
-Type Rating, if applicable.
Based on: Military pilot license and training per IS 2.2.5.
An eligible military or former military applicant for an Aviation Maintenance license who has been appropriately trained and has at least 10 years practical experience in aircraft repair, alteration and inspection shall be issued that license if they?
-Satisfactorily passesthe CAR examinations -Practical examination administered by the Authority.
In order for a military mechanic to apply for an AMT license they must provide evidences of their military service such as:
Military Service Evidence:
-Must be a current or former military member within the past 12 months.
-Must have served as an aircraft mechanic on active duty.
For an active or former military applicant for AMT license who has been appropriately trained and with 4+ years in aircraft repair, alteration, and inspection. Must pass the?

Pass CAR exams and a practical exam.
