No Child Left Behind
(2002) Required states to take accountability for improvement of poorly preforming schools. This included raising qualifications for teachers and many other changes for student achievement.
National Defense Education Act (NDEA)
Required states to submit plans on how to identify talented students to encourage them to move onto higher education in science, math & engineering. This was in result of the Soviet Union launching Sputnik.
Public Law 94-142
Education for All Handicapped Children Act. Required states that accepted federal funds to provide access to education & one free meal a day for children with mental/physical disabilities.
Industrial Revolution
Called for education reform due to human dignity issues, exploitation of children in the workplace, and massive immigration.
Sputnik
1957- First human-made satellite to orbit the Earth, made by the Soviet Union.
American Personnel & Guidance Association (APGA)
Formed in 1952, it is now known as the ACA today.
American School Counseling Association (ASCA)
Founded in 1952.
ASCA Ethical Standard- Confidentiality
(Minor) Students have the ethical right to confidentiality, but legal right belongs to parent/guardian.
ASCA Ethical Standard- Dual Relationships
It is advised to avoid dual relationships that could impair counselor’s objectivity. (Ex: counseling a student’s family member.)
ASCA Ethical Standard- Supervision
A collaborative relationships where on person evaluates the development of another. A counselor seeks guidance from supervisor in ethical dilemmas.
ASCA Ethical Standard- Disclosure
Includes informed consent, along with clarification of limits of confidentiality.
ASCA National Model- Direct & Indirect Services
Direct- Targeted to students (class lessons, goal plans).
Indirect- Supports direct services (referrals, consultation, collaboration).
ASCA National Model- RAMP designation
(Recognized ASCA Model Program) 1 full year of data that shows a school’s program aligns with ASCA Model. This recognition lasts for 5 years.
ASCA National Model- SC to student ration
1 counselor to every 250 students.
ASCA Nation Model- Goal Setting
Data and opportunity gaps are used to drive programs. Goals should align with the mission/vision of the school.
The usage of SMART Goals: Specific, Measurable, Attainable, Relevant, Time-based
ASCA National Model- Time Assessment
Helps school counselors see how much time they are spending in each domain.
ASCA National Model- Advisory Council
A sounding board for the school counselor. Usually includes the principle, SPED teachers, specialists, etc. Should meet at least twice a year to review results and recommendations.
CACREP
(Council for the Accreditation of Counseling and Related Educational Programs)
Establishes state of the art standards for counseling education programs. Advantageous to students who graduate from CACREP schools.
NBCC
(National Board for Certified Counselors)
The ONLY National credentialing organization for SCHOOL counselors.
Mandated Reporting
MUST REPORT abuse. Proof is not needed to report, just suspicion. Parents have no rights during this process and do not need to be informed.
Jesse B. Davis
Considered the “first school counselor in the U.S.”, helped organize a program of vocational and moral guidance in Michigan.
Frank Parson
“Father of vocational guidance”. Wrote “Choosing a Vocation” & founded the Vocational Bureau of Civil Services.

Developed career clustering which helped students discover employment most fitting to their skills.
George Merril
Developed first systematic vocational guidance program in California.

Mental institution patient who wrote “A Mind that Found Itself”, that illuminated the difficulties of patients with mental disorders.
