Based around international structures and distributions of power rather than internal characteristics of states

Number of power centers (multipolar/bipolar/unipolar)

Biggest wars starting from rising power challenging existing top power
Hegemonic stability theory
Developed around post-WW2 US, says that hegemony provides global order and reduction of anarchy, deterrence of aggression
