Midterm Flashcards
EOC
Emergency Operations Center,
Lessons we don’t learn
- ICS training and response issues such as logistics training
- EOC must refresh KSA critical: staff emergencies and staff changes
- Initial training must be relevant, solid, effective
- Recurrent training must be relevant, easy to take, scalable, low cost
Creating the continuum:
- Track progress of all staff members
- Use tracking database that records each person that received training to include the subject and objectives for that training.
critical incident stress management (CISM)
- A system of crisis interventions that encompass the spectrum from acute crisis phase of stress management and critical, incident exposure.
- results: distress- this causes some impairment function
Managers responsibilities in a critical incident
1- organizing and implementing their crisis response plan.
2-responsibility to their people responding to and implementing the crisis response plan
Psychological first aid: 8 core actions are based on 5 principles
1-A sense of safety 2-Calming 3-A sense of self- and community efficacy 4-Connectedness 5-Hope
Critical incident stress management
1.Mitigation of the impact of the event through decreasing stress reactions.
2. Accelerate recovery process, by increasing normal recovery processes, in those
experiencing stress reactions.
3. Restoring adaptive functioning.
seven core components
1-Pre-crisis preparation
2-Disaster or large-scale incidents
3-Defusing intervention,
4-Critical Incident Stress Debriefing (CISD)
5-One-to-one crisis intervention or psychological suppor
6-Family crisis intervention, education, and organizational consultation and support.
7-Follow-up and referral mechanisms for assessment and treatment or if neces- sary for identified personnel or organizations.
Briefing and debriefing
o Be prepared in advance top provide CISM and education about response
o Make part of the demobilization process
o Let your staff rest at home
o Identity CISM teams before a disaster strikes so they can support your people.
DHS: Active shooter definition
“an individual actively engaged in killing or attempting to kill people in a confined and populated area; in most cases, active shooters use firearms(s) and there is no pat- tern or method to their selection of victims”
Immediate response to active shooters
LASER, developed by the National Center for Biomedical Research and Training at LSU. supposed to train law enforcement officers in the tactics, skills, and procedures necessary to rapidly engage a suspected active shooter/attacker, before special units can arrive on scene
Tactical emergency casualty care:
- Direct threat: dealing with shooter
- Indirect threat: helping the injured
- Evacuation: transporting people out of the area (hospital, police station etc).
Complex coordinated attacks: Simple delivery systems
Firearms
IEDs
Use of multiple assailants coordinated attacks using small unit tactics and firearms
Terror medicine
- Preparedness
- Incident management
- mechanisms of injuries and responses
- psychological consequences
Joint Commission of Accreditation Hospital Organization (JCAHO)
organization that accredits more than 22,000 US health care organizations and programs.
Decontamination team
Each hospital should have some type of decontamination plan in association with their community they serve and the risks and hazards of their particular service area.
Surge capacity
Hospitals must be ready for mass casualty events (pandemics, or attacks).
John Kingdon 3 stage process

o Politics and policy adaption
Policy window
streams formed independently to form an opportunity called
the punctuated equilibrium theory
policy making is an unstoppable process; no matter what problem solution that is codified into law
