The central government should be able to deal directly with the people and need to have powers that were higher than those of he the states.

The Second Continental Congress had to run the war and write a constitution

The Articles gave central government too little power.

Washington was considered a hero. His presence gave people confidence.

People counted on Franklin’s common sense.

According to congress, the convention was to recommend changes to the Articles of Confederation

the Northwest Ordinance gave people the same rights as the 13 states.
