- Catholic Faction framed Parr
- Protestant Faction had Thomas Howard’s son imprisoned and ready to be executed
Council wasn’t effective - Henry VIII’s will changed WITHOUT PERMISSION = alliterates the loss of control

Clauses supposedly ‘impossible’ to add - but why would they be.
