What is the County Executive Plan?
The administration of the county gov. is placed in the hands of an elected county executive who appoints a county admin. with the advice and consent of the elected freeholder board.
What is the County Manager Plan?
The elected freeholder board appoints a county manager to administer the county gov.
What is the County Supervisor Plan?
The elect freeholder board appoint a county admin, who work is supervised by an elected county supervisor.
What is the Board President Plan?
The elected freeholder board appoints a county admin. and select 1 of its own members as president to supervise the work of the admin.

School Districts
What is a Type 1 District?
The members of the board are appointed by the mayor.
The tax levy is approved my mayor, 2 members of the school and 2 members of the governing body.
School debt is apart of the mun. (must appropriate capita funds)
School Debt Service is raised as part of the school tax levy.
What is a Type 2 School District?
The member of the board are elected.
School tax levy is submitted to the voters for approval.
School debt is their own.
What is a regional district?
Membership on the board of education is apportioned among the participating districts according to population.
Board members are elected
the school budget must be submitted to voters for approval
What is a consolidated district?
Membership on the board of education is apportioned among the several districts.
The operation is the same as a Type II school district.
What is the appropriation cap?
The allowable increase of COLA rate or 2.5% up to 3.5% by resolution (county) or ordinance (mun.) except the debt service.
What is the limit on the tax levy for Mun.?
