PROBLEM: You are the first problem. Some villages upstream would build new canals affecting the villages downstream. This caused disputes so serious that it led to bloodshed
Solution: The cities built strong walls constructed out of mud bricks. The cities also dug moats outside city walls to protect them and became city-states.

A

Mesopotamia formed city-states because of food shortages and the food shortages caused the people to move to the plains near the Tigris and Euphrates rivers. In the plains, the rivers flooded uncontrollably in the spring and were bone dry the rest of the year. Because of this flooding, the farmers created irrigation systems, levees along the sides of the rivers to prevent flooding, canals, and dams. Maintaining these irrigation systems posed another problem. Silt clogged up the irrigation systems which made the villages work together to clear up the systems. Since there was not a ton of water disputes over water became so serious that it led to wars and bloodshed. Because of this the villages turned into city-states.
