Exchange of service agreement (ESA)
Within the Canadian penal system, an agreement between a province or territory and the federal government that allows for the incarceration of provincial or territorial inmates in federal institutions or vice versa
Healing lodge
A facility designed to meet the needs of criminalized Indigenous individuals by offering services and programs that reflect Indigenous culture, beliefs, and traditions

Static security
The reliance on physical security measures (cameras, fencing, alarms, etc.) to control those incarcerated in a prison
Coping strategy
Any behaviour that a person employs to deal with difficult situation or a stressor
Hebeas corpus
A judge’s order instructing a detaining authority (usually police) to produce the detainee in court so the judge can determine whether the individual is being lawfully detained or should be set free
Criminogenic needs
A changeable factor that predicts criminal behaviour and can be targeted during intervention
Non-criminogenic needs
A changeable factor that does not predict criminal behaviour or is only weakly predictive of criminal behaviour
Meta-analysis
A statistical technique allowing researchers to combine the results of original studies that all asked the same question to produce an average overall effect
Cognitive behavioural therapy (CBT)
A form of talk therapy used to change a range of maladptive behaviours by having people reframe (or rethink) how they view situations and other peoples’ actions
Pre-existing norms
A distribution of scores for a given questionnaire derived from past research involving a large sample or samples from the population
Risk principle
Match intensity of programming to likelihood of reoffending
Need principle
Prioritize assessment and treatment for criminogenic rather than non-criminogenic needs
