Why did membership weaken the League?
- Aggressive countries could still trade with the USA/others
- Seen as League for victorious powers as Germany not allowed to join at first
- Reputation damaged as major powers not members or left when challenged
What was collective security?
If one state was attacked, all League members would join together and act against the aggressor
How many countries were permanent members of the Council and who were they?

What was the main duty of the Council?
To solve disputes between countries, through negotiation at first.

- Moral condemnation (telling off to shame them into stopping aggression
- Economic sanctions (stop trading with aggressor)
- Military action (countries of the League to contribute towards an armed force)
