what is a limitation of using GNI per head?
measurement is misleading if there are extremes in the earnings of the population (e.g. lots of super rich and lots of super poor)
what is a strength of using HDI?
includes more than one measurement making it more accurate for measuring more than economic factors (shows how the government is spending the money)
