Marxists believe that poverty cannot be abolished within a capitalist system. Poverty is a result of the inequality faced by the working class in capitalism and efforts to help the poor will never work in a capitalist system.
Government policies simply try to manage capitalism, to make it more acceptable, they do not attempt to abolish poverty.
For Marxists, the whole structure of society needs to be changed in a revolution. A communist society, which is committed to the principles of equality, must be created.
