What is MARPOL?

A

The International Convention for the Prevention of Pollution from Ships (MARPOL) is the main international convention covering prevention of pollution of the marine environment by ships from operational or accidental causes. The convention was adopted on 2 November 1973 at IMO. The Protocol of 1978 was adopted in response to a spate of tanker accidents in 1976-1977. As the 1973 MARPOL Convention had not yet entered into force, the 1978 MARPOL Protocol absorbed the parent Convention. MARPOL has been updated by amendments through the years. The Convention includes regulations aimed at preventing and minimizing pollution from ships - both accidental pollution and that from routine operations and currently includes six technical Annexes.

A

En route means that the ship is underway at sea on a course or courses, including deviation from the shortest direct route, which, as far as practicable for navigational purposes, will cause any discharge to be spread over as great an area of the sea as is reasonable and practicable.

What are the general requirements under MARPOL Annex I?

A

Annex I consists of Regulations for the Prevention of Pollution by Oil. Applies to all vessels.
Subject to the provisions of the regulations, any discharge into the sea of oil or oily mixtures from ships is prohibited.
Al vessels >400GT must carry an IOPPC, ORB Part I, SOPEP
All tankers >150 GT must carry an IOPPC, ORB part 2, SOPEP
There are specific discharge requirements
Vessels must carry a SOPEP
Vessels must record any record of oil discharge in the Oil Record Book.

What are the discharge requirements under MARPOL Annex I?

A

Discharge of oil from machinery spaces is prohibited unless:

  • the oily mixture is processed through an oil filtering equipment meeting the requirements
  • the oil content of the effluent without dilution does not exceed 15 parts per million
  • Vessel is proceeding en route
  • Must have an IOPPC and Form A/B
  • Recorded in Oil record book Part 1
  • the oily mixture does not originate from cargo pump-room bilges on oil tankers
  • the oily mixture, in case of oil tankers, is not mixed with oil cargo residues

If discharging in special areas, or if the vessel exceeds 10,000GT the oil filtering equipment must have an automatic shut-down
It is prohibited to discharge any oil at all in Antarctica. Under the polar code there should be not discharge

What is an Oil record book? What does it contain?

A

Part I to be kept by all ships over 400GT, and additionally Part II is for oil tankers over 150GT.
Part I contains the following sections:
• Ballasting or cleaning oil fuel tanks
• Discharge of ballast or cleaning water from oil fuel tanks
• Collection, transfer and Disposal of oily residue (sludge)
• Discharge overboard of bilge water
• Condition of oil filtering equipment
• Accidental or other exceptional discharges of oil
• Bunkering of fuel or bulk lubricating oil.
Must be retained onboard for 3 years

What is a SOPEP? What information is contained in it?

A

Shipboard Oil Pollution Emergency Plan. Required under MARPOL Annex I
To be carried by all vessels >400GT and all tankers >150GT.
Developed in accordance with guidance from the organisation. Requires approval by flag state.
Assist personnel in dealing with an unexpected discharge of oil, both operationally and catastrophically. Its purpose is to set in motion the necessary actions to stop or minimize the discharge and mitigate its effects.
Mandatory information to be contained:
• The procedure to be followed by the master to report an oil pollution incident
• The list of authorities or persons to be contacted in the event of an oil pollution incident.
• A detailed description of the action to be taken immediately by persons on board to reduce or control the discharge of oil following the incident.
• The procedures and point of contact on the ship for coordinating shipboard action with national and local authorities in combating the pollution.
List of contacts and authorities must be updated
Non-mandatory information:
- Plans and diagrams. Design and construction.
- Response equipment. Type, quantity, and storage location.
- Public affairs. Policy on dealing with the media.
- Record keeping. Guidance for appropriate record keeping and collecting of samples
- Plan review. Feedback system and periodic review.
- Plan testing. Procedures for training and exercises.

What are the discharge requirements under MARPOL Annex IV?

A

Discharge is prohibited unless:
• The ship has in operation an approved biological sewage treatment plant which has been certified by the Administration to meet the operational requirements, and the effluent shall not produce visible floating solids nor cause discoloration of the surrounding water. Any distance from landed, provided that local regulations don’t prohibit discharge of sewage.
• Sewage which has been comminuted and disinfected using a system approved by the Administration at a distance of more than 3 nautical miles from the nearest land, provided that the ship is en route and proceeding at not less than 4 knots, at a moderate rate of discharge approved by the Administration.
• Sewage which is not comminuted or disinfected at a distance of more than 12 nautical miles from the nearest land, provided that the ship is en route and proceeding at not less than 4 knots at a moderate rate of discharge approved by the Administration.

A

Comminuted. Food waste has been macerated to fit a US #12 sieve with 1.68mm openings leaving < 10 %.
Ground. Where the food waste has been ground down to fir through a mesh not greater than 25mm.

What is a Garbage management Plan?

A

It is a plan required under MARPOL Annex V, on every ship of 100 gross tonnage and above, and every ship which is certified to carry 15 or more persons.
That plan should be developed in accordance with the guidelines developed by the Organization and must be approved by the administration. Normally would be part of the SMS.
This plan shall provide written procedures for minimizing, collecting, storing, processing, and disposing of garbage, including details of the equipment on board, it´s use and location. It shall also designate the person or persons in charge of carrying out the plan.

What is contained in a Garbage record book?

A

Required onboard every ship of 400 gross tonnage and above and every ship which is certified to carry 15 or more persons. The Administration may waive the requirements for Garbage Record Books for any ship engaged on voyages of one hour or less in duration which is certified to carry 15 or more persons
It must be in a format approved by the administration
Each discharge into the sea or reception facility, or a completed incineration shall be promptly recorded in the Garbage Record Book
In the event of any discharge or accidental loss of garbage an entry shall be made in the Garbage Record Book
This document shall be preserved for a period of at least two years from the date of the last entry made in it
Receipt must be obtained and attached to the record book. If it is not possible to obtain a receipt. We must create our own receipt and report to the flag state.

A

Every ship of 12 m or more in length overall shall display placards which notify the crew and passengers of the discharge requirements. They must be placed at strategic locations in the crew areas. They must be written in the working language of the crew

How do you manage garbage onboard? Practically?

A

Our deck officer is responsible for garbage management.
Where possible we minimise the amount of potential garbage. Advise provisioners to reduce the amount of packing material.
Receptacles for collection are positioned at appropriate locations.
Recyclables are separated
Glass is crushed. Domestic waste is compacted. Food waste is dehydrated.
Garbage is stored in the garbage fridge and kept at appropriate temperatures
Food waste is discharged overboard if appropriate in accordance with the regulations.
Everything is discharged ashore upon coming into port

A

How does Annex VI control the energy efficiency?

A
  1. The ship must be surveyed under annex VI to see where it stands with regard to energy efficiency
  2. Every vessel over 400GT must be issued with a Shipboard Energy Efficiency Management Plan. Produced by a classification society on behalf of the flag state
  3. Details procedure put in place in order for a vessel to be as efficient as possible. Plan sets out operational measures which improve the efficiency of the ship
  4. The vessel will be assigned an Energy Efficiency Design Index, depending on it´s age provides minimum energy efficiency levels which must be obtained
  5. Once the SEEMP has been implemented and the EEDI has been reached, the ship will be issued with an International Energy Efficiency certificate.

What are the requirements for Nitrous Oxides?

A

The nitrous oxides emission within diesel engines are limited by technology of diesel engines to reduce the fuel consumption.
The requirements are separated into a three tier system. Tier I, Tier II, Tier III depending on when the ship was built. Vessels proceeding in a NOx ECA must be tier III.
Nitrous oxides emissions depend on the engine size and RPM.
Applies to all engines over 130 KW. Each engine must be provided with an engine international air pollution prevention certificate.

A

Limits the suphur content of fuel oil
Lower sulphur fuel is refined further and thus costs more
Scrubber system is an alternative to high cost fuel
Maximum levels are:

What are scrubber systems? What are the different types?

A

Scrubbers or Exhaust Gas Cleaning Systems (EGCS) are used to remove particulate matter and harmful components, such as sulphur oxides (SOx) and nitrogen oxides (NOx) from the exhaust gasses generated as a result of combustion processes in marine engines
2 different types:
• Open loop system. Sea water is used to scrub the exhaust gases. The sea water is treated and pumped back into the sea. Coastal states are prohibiting them. The master is responsible.
• Closed loop system. Fresh water is used to clean the exhaust gases. Fresh water is then treated and retained onboard.

What samples must we take in regard to bunker oil deliveries?

A

MARPOL Annex VI Regulation 18 requires us to verify the fuel oil quality
We must take a minimum of 2 samples
MARPOL sample to be obtained of at least 400ml drawn continuously from delivery. Must be kept onboard. Must not be used for testing. (Retained onboard for at least 1 year, or until the fuel oil has been used up)
Another vessel sample will be obtained for the following purpose:
• Bunker supplier sample
• 3rd party laboratory sample
• Bunker surveyor sample

What is a bunker delivery note? What must be contained on the bunker delivery note? What are the principles?

A

Regarding the bunker delivery note:
• Responsible officer must check and sign bunker delivery note
• Must be made available for inspection from flag state
• Bunker delivery notes must be retained onboard for at least 3 years
• If no bunker delivery note is provided or after testing quantity or quality are not as per the BDN, the master must raise a statement of fact in the form of a note of protest against the supplier.

What is a Particularly sensitive sea area?

A

A PSSA is an area that needs special protection through action by IMO because of its significance for recognized ecological, socio-economic, or scientific attributes where such attributes may be vulnerable to damage by international shipping activities.
