What is 73 and 78 in MARPOL
in 1973 MARPOL convention required ratification by 15 states
but by 1976 only 3 states gave ratification
in 1978 in spate of tanker incidents in 1976-1977 IMO held conference on tanker safety.

Annex 1 Machinery space discharge criteria
Outside special area
1. Enroute

5. oily mix in case of oil tankers
1) the ship is proceeding en route.
2) the oily mixture is processed through an oil filtering equipment
meeting the requirements of regulation 14 (Oil Filtering Equipment)
of this Annex.
3) the oil content of the effluent without dilution does not exceed 15
parts per million. (One ppm is equivalent to 1 milligram of something per liter of water (mg/l))
4) the oily mixture does not originate from cargo pump-room bilges on
oil tankers.
5) the oily mixture, in case of oil tankers, is not mixed with oil cargo
residues.
Discharge criteria of “OIL Cargo in special Area”
Same as machinery spaces
just add some points on the oil filtering equipment
Reg 14.7 especially
as it requires an alarm arrangement to indicate 15ppm
and when this level cannot be maintained
the system is provided with a automatic stopping device

5) the oily mixture, in case of oil tankers, is not mixed with oil cargo

Discharge criteria of “Oil cargo outside special area”
1. not within sp are

6. ODMS and slop tank arrangement as per reg 29 31
1) the tanker is not within a special area.
2) the tanker is more than 50 nautical miles from the nearest land.
3) the tanker is proceeding en route.
4) the instantaneous rate of discharge of oil content does not exceed 30
litres per nautical mile.
5) the total quantity of oil discharged into the sea does not 1/30,000, of
the total quantity of the particular cargo of which the residue formed
a part (If a tanker carried 30,000 Litres of oil, it could only release 1
litre of residue from that particular cargo into the sea).
6) the tanker has in operation an oil discharge monitoring and control
system and a slop tank arrangement as required by
regulations 29 and 31 of Annex 1 respectively.
