They were poor and over populating.

Japan didn’t care and left the league, then took over Manchuria.
What were the effects of the League not acting against Japan?
Italy and Germany saw what they got away with and then wanted to invade next. The League looked weak.
How could USSR have stopped the Manchurian Crisis?
they were the closest country and could have sent troops but they were not in the league.
