Why is the Indonesian government limited in its ability to modify loss.
It is a lower middle income country so little ability to spend use extensive resources.
How does the Indonesian government modify loss. (3 ways)
They have very well trained services including the military and experienced search and rescue teams. They also have refuge camps already set up in safe land. They have cleared river channels so as to reduce the risk of lahars.
How does the Italian government modify loss. (2 ways)
Due to extensive resources the Italian government can compensate for lost property or livestock. Adding to this due to good evacuation strategies casualties are usually low.
