Principles of prevention
avoid risks altogether
Assess risks which can’t be avoided
combat risks at source
adapt work to the individual (ergonomics - interaction of person with environment)
Adapt to technical progress - new technology
Substitution
Develop an overall prevention policy (safety management system)
Give priority to collective measures
Instruct / train employees
Develop a positive safety culture (managers and workers working together to achieve safe working environment)

Health surveillance
Where risk assessment shows the following may apply:
identifiable disease / condition is associated
viable detection techniques available
reasonable likelihood disease will occur
surveillance likely to give further protection
e.g. noise, radiation, lung function

Appoint one or more competent persons
provide time and resources
appoint people in employment where possible
cooperation if more than one
number depends on size of org, also range & severity of risks

do not employ for work:
beyond their physical / psychological capacity
agents that chronically effect health - toxic, carcinogenic, radation
hot, cold, noise, vibration
Young persons can train in the above if
necessary for their training
supervised by competent person
risks reduced to lowest practicable level

Provisions as to liability
nothing in statutory provisions shall operate so as to afford an employer a defence in any criminal proceedings by reason of any act or default of an employee or competent person appointed by employer
i.e. given incorrect advice by consultant
