Bleed valve or start valve for the start system fails to operate electrically

May be operated manually.

Manual starts with inoperative Start/Bleed Valve Ch. 8

Should be the first engine started on that wing for safety due to the need for an airman to be at the engine during start.

If start valve or bleed air valve is inoperative, starter assist is not available for airborne engine relight of that engine.
