Who can make legislation?

- Sovereign Parliaments (eg the UK Parliament which sits at Westminster): declared itself to have unlimited power.
- Devolved Parliaments (eg the Scottish Parliament which sits at Holyrood, the Welsh Assembly at Cardiff or the Northern Irish Assembly at Stormont):
- EU (European union) Institutions (Commission and Council of Ministers): They write law in very similar formats as in Westminster and Holyrood.
