NIMS National Incident Management System
A UNIFIED APPROACH to incident mgmt standard command and mgmt structures with an emphasis on preparedness, mutual aid, and resource mgmt.
NIMS was developed so responders from different jurisdictions and disciplines can work together to react better to natural disasters and emergencies including acts of terrorism.
ICS-Incident Command System
The standard tool used for: command, control, response, coordination, and overall mgmt of complex incidents, planned events, or emergencies. This system permits a clear point of command and can be expanded or contracted with ease.
UNIFIED COMMAND
A team effort that allows agencies with jurisdictional responsibility, either geographical or functional to participate in the mgmt of an incident.
Major Incident & All Hazard Plan 3.500.1 Procedure
The purpose of this procedure is to establish the ICS requirements relative to all hazards, complex incidents, events, and/or emergencies. Specific tactical procedures are detailed throughout the LVMPD policy manual for designated incidents i.e bomb threats, hostage situations, aircraft accidents…
The Emergency Mgmt Section
The principal advisor to the Dept on unusual occurrences, planning for response to “all hazard” situations and coordinating emergency plans internally and externally. The EMS section in conjunction with the Advanced Training Program is responsible for annual training, including exercise components (table-top, drill or full scale)
IAW LVMPD 9.120 Advanced Training program ALL commission ofcrs and civilian employees MUST complete ICS-100, 200, and 700 during probation.
Sgt’s MUST COMPLETE IS-800c and classroom ICS-300 during probation (see LVMPD 9.310 Commissioned Supervisor Probationary Program***

IC=Incident Commander
Command is established by The most qualified officer regardless of rank WHO is PHYSICALL on scene. The IC WILL DELEGATE tasks to personnel qualified to perform them to avoid being overwhelmed during the incident.
Delegation is a PRIMARY CONCEPT of ICS.
Should a more qualified officer arrive on scene or a Sup a transfer of command will be considered or the Sgt can maintain the Ofcr as the IC and mentor the officer through the IC process
ICS Best Practices - command WILL be established using the following guidelines, these guidelines identify the objectives and outline the major steps to be taken in managing ALL-HAZARD incidents:
- Ensure Ofcr and Public Safety
- Conduct a Situation Assessment and update Dispatch
- Assume on-scene command by implementing ICS, designating a command post, and naming it
- Determine communication channels
- Designate staging area(s) police, fire, medical, Media
- Establish a perimeter control plan
- Consider the need for additional resources (and notification of public safety Depts)
- Determine and maintain ingrees/egress routes for first responders
- Assist in an evacuation / shelter in place & determine evacuation transportation and destination
- Request a PIO
- Preserve the scene for evidentiary purposes
- Maintain an Operations log
- Develop an incident action plan (formal or informal)
- Ensure the mental and physical well-being of Dept employees
When taking command “IC” will be added to the call sign for specialized units = SJ6=IC6 or 311SC=311IC
For patrol maintain the shift and sector i.e. 2N21=2NIC
Command Post (CP)
provide/Identify via physical location and give your CP a unique name

Large area to accommodate resources such as police, fire, SWAT, ARMOR and Media separate area from the CP but may be nearby

SUPERVISOR/SGT WILL
- Establish Command
a. Determine if command needs to be transferred from the Ofcr in the position of IC to the Sgt. This will be based on the size, type, and complexity of the incident. On less complex incidents the Sgt may choose to leave the patrol officer in command and mentor the ofcr. The Sgt will ensure the decisions made by the ofcr are sound and within Dept policy.
b. Determine the need for add’l ICS command and general staff positions.
c. As the 1st arriving supervisor on a major incident objectives must be established based on priority, and clearly communicated to subsequent arriving supervisors. The first arriving Sup MUST exercise command and control and direct additional sups to other tasks. Subsequent arriving sups have a responsibility to establish communication with the first arriving supervisor to support their needs. All Sups on the scene of a major incident should have an effective role in the command and control process.
- Ensure the watch commander has been notified in the absence of an area LT.
- Contact EIIP if it is readily apparent the situation of trauma exposure is having an effect on an employees overall well being.
Emergency Mgmt Section
- Activates the DOC Dept Ops Center
- Serves as the principal Advisor to the IC on NIMS and ICS.
- Ensures overall incident safety
- Maintains Liaisons with local emergency mgmt authorities
- Coordinates and Procures regional, state or Federal resources
- Receives the completed ICS AAR LVMPD FORM 422 and conduct to review if needed and makes recommendations to the Dept. Maintains an electronic file and repository
