a self-contained city, with a population of 32,000 and a land area of 6,000 acres. It would house 30,000 people on 1,000 acres with the remaining land and population in farming areas. Land ownership would be held by a corporation. Lead by Ebenezer Howard

arose in 1930s following the Great Depression, ans was primarily concerned with jobs and housing

developed in 1940s with growth of the military and post-war industrialization, emphasized administrative efficiency
