A group of individuals united by a common goal. Interests may counter to the rights of others or the interest of the community(nation) as a whole.

Elite Capture, government not responsive to the people
How can the problems of factions be solved?
Channel fractions through fragmented institutions. Force factions to compete for their interests. Force compromise between competing interests.
Separation of Power, Checks and Balances, Federalism.
A system where compromise is the central point
Status Quo Bias
Bias towards the current state of affairs.
