Try these solutions ifthe customer can’t empty their Trash or move a file to the Trash.
If the issue happens when the customer’s Mac is connected to an external hard drive
Inform the customer to disconnect their external storage device or to unmount the network storage by ejecting the storage from the Finder.
If the issue is occuring with the customer’s external hard drive, and if the customer is running Mojave or earlier, encourage them to upgrade to Catalina. If the customer agrees to upgrade, tell the customer to empty their Trash when Catalina is installed.This process can take a few hours to complete.
If the customer has upgraded and the issue is not resolved, or if the customer does not want to erase their external hard drive, assist the customer through the following Terminal commands:
Boot to Recovery mode. Recovery mode is free of SIP, a security measure that prevents the removal of any items in the Trash with SIP or other entitlements security protection (e.g., Time Machine files).
Mount the startup volume and any external devices via Disk Utility, entering passwords, if prompted.
Open Terminal and cd down into the user’s ‘~/.Trash’ folder: cd /Volumes/Macintosh\ HD\ -\ Data/Users/[users ID]/.Trash
Enter pwd and you should see the following directory: /Volumes/Macintosh\ HD\ -\ Data/Users/[users ID]/.Trash. Then enter this command in Terminal: rm -rf
Mount external storage devices with Disk Utility and cd into the ‘.Trashes’ folder of all external devices, one at a time:cd /Volumes/My\ External\ Drive/.Trashes
Enter pwdand you should see the following directory: /Volumes/My\ External\ Drive/.Trashes. Then enter this command in Terminal: rm -rf
Repeat the steps for any other externally attached device.
If the customer’s machine is not free of SIP, or if the above steps do not resolve the customer’s issue, inform the customer that they will need to erase their external drive to empty their Trash.

How to use Apple Diagnostics
Disconnect all external devices except keyboard, mouse, display, Ethernet connection (if applicable), and connection to AC power.
Make sure that your Mac is on a hard, flat, stable surface with good ventilation.
Shut down your Mac.
Turn on your Mac, then immediately press and hold the D key on your keyboard. Keep holding until you see a screen asking you to choose your language. When Apple Diagnostics knows your language, it displays a progress bar indicating that it’s checking your Mac:

Choose from these options:
To repeat the test, click ”Run the test again” or press Command (⌘)-R.
For more information, including details about your service and support options, click”Get started” or press Command-G.
To restart your Mac, click Restart or press R.
To shut down, click Shut Down or press S.
If you choose to get more information, your Mac starts up from macOS Recoveryand displays a web page asking you to choose your country or region. Click”Agree to send” to send your serial number and reference codes to Apple. Then follow the onscreen service and support instructions. When you’re done, you can choose Restart or Shut Down from the Apple menu.
This step requires an Internet connection. If you’re not connected to the Internet, you’ll see a page describing how to get connected.

If you’re using a firmware password, turn it off.You can turn it on again after using Apple Diagnostics.
Hold down Option-D at startup to attempt to start Apple Diagnostics over the Internet.
Press Command-E in Apple Diagnostics to perform extended memory tests

If you don’t see Macintosh HD in Disk Utility

A

Your built-in startup disk should be the first item listed in the Disk Utility sidebar. It’s named Macintosh HD, unless you changed its name. If you don’t see it there, choose Apple menu  > Shut Down, then unplug all nonessential devices from your Mac and try again.
If your disk still doesn’t appear in Disk Utility, or Disk Utility reports that the erase process failed, your Mac might need service. If you need help, please contact Apple Support.

Add an APFS volume

A

Each volume you add to an APFS container can have a different APFS format, if needed.
In the Disk Utility app on your Mac, select an existing APFS volume in the sidebar, then click the Add Volume button in the toolbar.
If Disk Utility isn’t open, click the Launchpad icon in the Dock, type Disk Utility in the Search field, then click the Disk Utility icon .
Enter a name for the new APFS volume.
Click the Format pop-up menu, then choose an APFS format.
If you want to manually manage APFS volume allocation, click Size Options, enter values in the fields, then click OK.
Reserve Size: The optional reserve size ensures that the amount of storage remains available for this volume.
Quota Size: The optional quota size limits how much storage the volume can allocate.
Click Add.
When the operation is finished, click Done.
