LT3 Educational Policy - Privatisation & Globalisation Flashcards
Privatisation OF education?
The process of transferring public assets such as schools to private companies. Those assets then become a source of profit for the education services industry.
(Policy example)
Public-private partnership building projects ?
Private companies provide money to design and build new schools. The companies are paid back usually over a 30 year period
Arguments for Public-Private partnership building projects?
A number of new schools have been built which otherwise would not have occurred
Arguments against public-private partnership building projects?
1) drain on public resources. The companies make up to 10 times as much profit than they would on other private contracts - this means there is less money to spend on other educational resources.
2) Chitty(2014) argues that long term costs of public-private sector deals has created financial difficulties for parts of the education system
(Policy example)
Inspection services & advice ?
Private companies selling inspection services in the UK & to other countries - They then provide further services to help schools in those countries to deliver high standards
Arguments for Inspection services & advice ?
Offer greater efficiency and cost effectiveness as companies have to compete against each other to win contacts.
Arguments against inspection services & advice?
1) Criticised as the directors and head teachers have ‘insider knowledge’ to help them win contracts
2) Nation states are becoming less involved in their own counties policy making, relying on private rather than state run services
Globalisation?
The process by which the world is becoming increasingly interconnected and barriers are disappearing e.g. The spreading of culture through the Internet.
An assessment is a…
Policy example The exam board Edexcel is owned by the US Global private publishing company Pearson’s
Arguments for Assessments?
1) International assessments such as PISA allow useful comparisons about educational standards between different countries
2) Best practise educational policy can be used from the highest performing countries to improve educational standards in lower performing countries
Arguments against assessments?
1) Some UK GCSE exam answers are marked in Australia & USA. Questioning the accuracy of marking.
2) Assessment comparisons create ‘moral panics’ and lead to knee jerk changes to educational policy e.g. A levels changes in 2015 came under heavy criticism
(Policy example)
Higher education & Private schools ?
Many universities and some private schools seek to recruit ‘customers’ from around the world e.g. Dulwich college has schools in Asia.
Arguments for higher education & private schools?
1) Helps finically strapped universities survive as overseas students pay higher fees
2) Allows universities and private schools to expand where there is a demand for their services
Arguments against higher education & private schools ?
Students become commodities to be bought & sold to different educational institutions for profit.
Privatisation IN education ?
This involves importing ideas from the private sector to make public sector organisation like schools more business like
