- an attempt to keep the lower classes in ‘their place’

Why?
A
- Liverpool insisted and supported measures designed to benefit the small elite groups/classes which were detrimental to the masses
- examples = Corn Laws 1815, Abolition of the Income Tax 1816

Liverpool’s refusal to make concessions = reactionary
Why?
A
- always stuck with the aristocratic view of government
- despite the push for parliamentary reform and protests, no concessions were made
- clamped down on those who publicly demanded reform
- political system encourages a reactionary environment as the interests of the gov and all politicians were the narrow interests of the landed elite. No reforming outlook
- example - Peterloo Massacre 1819, Corn Laws 1815
