What is an Urban area?
An urban area has a population of more than 5,000 people and more than 75% of their population is engaged in no -agricultural occupations
What is a town?
A town is a small urban area
What is a metropolitan city?
Large urban areas having a population of more than 40 lakh is known as a metropolitan city
Why had the local bodies become weak??
Due to a number of reasons including regular elections not being held.
What was the 74th amendment act also known as?
Nagarpalika or the municipalities act
Salient features of the act are?
- gave status to urban local bodies
- fixed term of 5 years for municipalities
- 33% seats reserved for women under scheduled castes and tribes
- Provides for direct elections to be held for all urban local self government bodies.

Composition of the municipal corporation
General council, Mayor, Standing committees and municipal commissioner.
General council short note
The general council is formed of elected members known as Municipal councillors. Seats are reserved for scheduled castes and tribes. The general council co-opts some members as aldermen. They are nominated by the governor.
Mayor SN
Councillors along with aldermen elect the mayor and deputy mayor. Elected for a period of 1 yr
Functions of the mayor
- He is regarded as the first citizen as he welcome foreign guests coming to visit the city. He also represents the city at many ceremonies.
- Presides over the municipal corporation meetings
- Fixes the agenda for considerations at the meetings
- Obtains reports from the municipal commissioner
- acts as a link between municipal corporation and state government
- Conducts business of the corporation.
Standing committees??
There are many standing committees that deal with finance, health, welfare, engineering, taxation, etc
Municipal commissioner??
Appointed by the governer for a term of 5 years.
1.Administration of the corp.
2. implement projects and programmes as laid down by the general council
3.Take part in meetings of the general council but cannot vote
4. Safeguard all corp. records
5. to prepare financial budget for the corp.
compulsory functions of the corp.
- Provide electricity, clean wate, sewage disposal etc.
- Provide higher and lower educational institutions as well and adult literacy classes
- Maintainance of birth and death records as well as upkeep of cremationgrounds
- Maintaining public safety and security incase of a calamity like earthquake or fire, etc.
Optional functions of the corp.
- construction of parks, libraries, museums, etc.
2, Construction of public housing through housing boards. - mainting child orphanages, old age homes, etc.
- Beautification of the city
Municipal committee short note
MC is for smaller towns. they are also called municipal boards or municipalities.
include general body, chairman/president, chief executive officer.
general body - are called councillors. number depends on population of the area. eligibilty is same as that for municipal corporation. has a term of 5 years.
Chairman - elected by members from amongst themselves. functions are similar to those of the mayor.
Chief executive officer - looks after administration.
