Responsibilities with respect to unknown/confl aircraft (4)
Give Infor regarding conflicting tfc in the following form:
1) Relative bearing of conflicting tfc in terms of 12 hour clock
2) Distance from conflicting tfc (nm)
3) Direction in which the confl tfc appears to be proceeding
4) Level and type of aircraft (if unknown, relative speed)
STCA controllers action (3)
1) Take avoiding action immediately!
2) Inform pilots of tfc
3) Inform WM of incident
ACAS ATC assume responsibility only when (3)
1) ATC acknowledges a report from pilot that the AC has resumed the current clearance
2) ATC acks a report from pilot that the aircraft has resumed the current clearance and a new clearance has been issued
3) An ACAS event may occur even when there is no sep breakdown

1) Pilots shld be advised of DA limit
2) Circumnavigational assistance shall be given
3) If AC needs to enter DA, controlling auth shall be advised
4) Radar service shall be terminated
Changi flow control operating procedures (predetermined levels provided) - (3)
1) Aircraft radar monitored or radar vectored along respective RNAV SIDS/STAR tracks
2) Subjected to island block clearance
3) Aircraft displaying a label in receiving sector
Use of Radar during comm failure (Primary Radar) (4)
1) Instruct aircraft to make a turn to determine if AC is able to receive
2) If radar blip indicates that AC receiver is normal, continue to provide instructions
3) If AC does not comply with ‘turn’ instructions, separate with other traffic
4) If RF AC position unknown, provide radar service to identified aircraft provided radar cover is adequate
Use of Radar during comm failure (Sec Radar) (3)
1) If AC SSR equipped, instruct pilot to change mode or code, or to operate Ident or SPI feature
2) If radar response indicate AC receiver normal, continue to control AC using transponder replies as ack of instructions
3) If receiver not working, pilot may be expected to use RF code 7600
ATCO’s action during code red SATC down (5)
1) Remain in position and continue to ensure the safety of all AC under control
2) ATCOS on break shall report to their respective centres
3) Report abnormalities in ops functions to WM, prepare to takeover some of the ATCSO’s job function esp degradation of FDP
4) Report any HMI failure and ask for re-config of spare HMI consoles
5) Under immediate evac scenario, only skeleton crew shall remain in control position to execute the immediate handover plan.
DA, Prohibited area, Restricted area definitions
DA: An airspace of defined dimensions which activities dangerous to flight of AC may exist at specified times
PA: An airspace of defined dimensions above land areas or territorial waters of a State within which flight of AC is prohibited
RA: An airspace of defined dimensions above land areas or territorials waters of a State within which the flight of AC is restricted in accordance with certain specified conditions
Coordination procedures on abnormal maneuvers by civil AC (4)
