Currents
Oceanic currents generally follow the winds.
Current offshore of Ninini Pt is from N to S. Close to point can set to the N.
Weather
Trade winds divide and flow along N and S coast, uniting again some distance west of the island. Light winds prevail between Mana Pt. and Makaha Pt. Trade winds along N and S shores increase about 0900 and die down around 1600. Kona winds can displace the normal trade winds more often during the winter.
E and N sides of island are noted for their heavy rainfall. Winds strongest from Dec to Mar.
Supplies and Repairs
Food supplies are available at Lihue. Small craft marine supplies can be obtained. Fuel and water are available at Nawiliwili and Port Allen. Bunker C availability is limited. No repair facilities exist for medium to large vessels, minor repairs only at Nawiliwili and Port Allen.
Gasoline, kerosene, fuel oil and diesel fuel are available by truck. Water is piped to the wharf.
Communications
Interisland and mainland passenger traffic is by air. Telephone comms is available to other islands and mainland. A good highway skirts the island except on NW side.
Prominent Features
Shore is rocky bluffs except at the mouth of the Huleia Stream. A white water tank on the wharf and large white sugar wharehouse on the hill are conspicuous. Flashing amber warning light above the roof ont eh SW corner of the shed on pier 2 shows when there is a gas leak or likelihood thereof. If seen, remain clear, upwind and secure sources of ignition.
Ninini Point, N side of entrance is low, flat and rocky. A rocky ledge with depth of 12 feet extends about 100 yards south of the point.
Nawiliwili Harbor Light, 110 feet above the water is shown above a 73’ buff colored, concrete tower, is on the point.
Kukii Point, 0.7 nm W of Ninini Pt and N of the entrance of the inner harbor is a high bluff with a low rocky shelf at the base. There is a light on the point.
Carter Point, on the S side of the entrance to Nawiliwili Bay is rocky and rises rapidly to Kalanipuu; the hill is marked by an aviation obstruction light 799 feet high.
Kawai Point, 0.5 nm S of Carter Point, is a bold rocky headland, 525 high, very irregular and jagged in appearance.
Channels
A federal project provides for an entrance channel from outer end of the breakwater and Kukii Pt, thence turns SW before entering harbor basin. Project depths are 40 feet in channel and 35 feet in harbor basin.
Anchorage
Anchorage outside in the vicinity of Nawiliwili is not reccomended. Commercial vessels are not allowed to anchor in the harbor basin. Swing room is limited. Small boats may anchor within the mouth of the Hueia Stream.
A special anchorage is N of the Nawiliwili Small Boat Harbor. (See 110.1 and 110.128c, chapter 2, for limits and regulations.)
Caution
See currents note.
Transit is difficult for large vessels in rough weather. Turn around breakwater and inner jetty is made difficult by winds and seas. Large swells and tradewinds on the stern make the entrance difficult. Trade winds are generally on the beam when turning around the inner jetty. Local pilots require an assist tug. Vessels at berth 3 are advised to consider laying out an anchor to assist with undocking during moderate to heavy trade winds.
Tides
The mean range of the tide is 1.2 feet and the diurnal range of the tide is 1.8 feet.

Pilotage
Pilotage compulsory for foreign vessels and US vessels in foreign trade, and optional for vessels on coastwise trade with federally licensed pilot on board.
Pilots available through HPA with 24 hours notice, gross tonnage, length and draft. Call 808.537.4169 or email at dispatch@hawaiipilots.net. Pilot boat Ninini is 31’ long, black hull with yellow superstructure and words PILOTS in large white letters on sides of cabin. Boat shows international code flag H by day and standard red over white lights at night. Boat can be reached on VHF channel 12 or 16. Call Nawiliwili pilots.
Ladders should be rigged 1m above the waterline on the leeward side. Pilot boarding area is 1 mile ESE of the Nawiliwili Harbor Light. Boarding area is rough, open ocean conditions. Boarding may take some time and masters should not allow their vessel to stand in towards the shore W of Ninini Point until a local pilot is on the bridge.
Towage
Two tugs are available for hire based in Nawiliwili. Local pilots advise which combination of tugs are necessary for safe transit.
Quarantine
Quarantine[See chapter 3, Coast Pilot 7, Vessel Arrival Inspections, and Appendix A for addresses.] is enforced in accordance with regulations of the U.S. Public Health Service. Nawiliwili is a customs port of entry.
Harbor Regs
Harbor regulations are established by the Harbors Division of the Hawaii DOT and enforced by the Harbormaster. The harbor has a security zone when the fuel barge is in port, generally each Friday to Saturday. Harbor speed limit is 5 mph.
Wharves
Piers 1 & 2, 1285’ with a depth of 35’ alongside and 8.8’ deck height. Reciept of general and containerized cargo, receipt of petroleum products, cement, bulk fertilizer, shipment of bulk sugar and molasses(not).
Pier 3: 627 ft long with 35ft alongside and 8ft deck height. Receipt and shipment of conventional and containerized general cargo and autos; reciept of LPG, lumber and dry bulk fertilizer.
