One spot where one would experience bank cushion and suction in LB would be where the channel bottlenecks near the GD bridge. Reducing speed will reduce these effects.

What are the standards of care to monitor at anchor?
Must maintain a 24 hour radio listening watch by a English speaking deck officer. Must check frequently if the anchor is dragging. When winds exceed 40kts, put propulsion plan on standby ready to bring online on short notice and make a second anchor ready to let go. Monitor wind speeds through VTS or pilot station. Provide 15min to the respective pilot station or VTS before heaving anchor to get underway.
