What does local government consist of?

A

Local government varies significantly. Most areas still operate under two tier system (Borough/district Council and county council), but some have to come unitary authorities.

By what means does central government control local government?

A
Through statute (under ultra vires).
Through inspections and acting in default (where a council fails to discharge its duties properly).
Through adjusting its grant to local authorities and/or the level of local government taxation. 
In the 1980s, the Conservative government threatens default proceedings against Norwich city council over its failure to implement 'Right to Buy' legislation.

What is meant by the term ‘ultra vires’ with regards to local authorities?

A

They can only do what is authorised by law. Anything else is ‘ultra vires’ (beyond their authority). Councillors can be prosecuted and fined.
Some of the low turnout in local elections as a consequence of low regard for local government.
