How do you define a local control for AC block?
local controller provides control and protection for pairing of PCS with battery pack. The PCS may have sub PCS within itself controlled by PCS controller. One local control device per power dispatch interface.
Various states for LC
Ready, Starting, Running (PQ), Stopping, Faulted, Standby, Running (VF), Running (DC current command), Comm Loss, Unkown

Manual, Auto, Maintenance
