-a situation in the world that the leaders of a government want to exist, so much that they’re willing to pay costs to bring it about
-National leaders often have to accept theres a gap between their aspiration to promote a given interest and their reality/capacity to actually do so

a stratgey to advance/defend an interest- consists of the specification by leaders of objectives (the outcomes that help advance an interest) and policy instruments (the concrete measures the gov takes to reach its objectives and thus advance its interest)
